Until February 7, 1994, employment with the Italian government was only open to those with Italian nationality. Decree no. 174 of 7 February 1994 (published in the Government Gazette, (“Gazzetta Ufficiale”) dated 15 March 1994 under no. 61) stipulates that nationals from countries belonging to the European Union may in certain cases qualify for holding Italian government positions without having to hold Italian nationality. Article 3 of the decree provides that the aforementioned citizens must in any case meet the following conditions:
- Enjoy full civil rights in the country of origin
- Meet any other requirement for Italian citizens except for the Italian nationality requirement
- Have sufficient knowledge of the Italian language
